Government and Business Relations Portfolio
Engage with the ACT and Federal governments to acquire subsidized land for a place of worship (Masjid) and a Muslim community hub.
Ascertain that local regulations permit the construction of Islamic centre on the chosen site.
Ensure that the location is accessible to the target Muslim community.
Project Management Portfolio
Manage the project with a combination of traditional project management techniques and an understanding and respect for the religious, cultural, and community values associated with the project.
Project scoping, planning, execution, monitoring, managing time/cost/risks and project closure.
Community Engagement, Public relations & Media (Secretary)
Engage with members, Islamic scholars, local entities and diverse representatives to get their buy-in for the project.
Key activities include, stakeholder Identification, stakeholder analysis and mapping, engagement strategy, engagement and communication, feedback, conflict resolution and reporting.
Create an advisory group consisting of diverse representatives to provide feedback for the project.
Plan for community outreach programs to welcome neighbours and introduce them to the centre’s mission and activities.
Design, Architecture and Construction Portfolio
Engage with ACTPLA, architects, certifiers, insurers and builders to regularly manage and monitor construction progress, ensuring quality, adherence to the design plans and compliance with local regulations.
Obtain necessary construction and operational permits.
Essential features include a prayer hall, ablution areas, library, classrooms for Islamic education, imam’s office/residence, kitchen, deceased ghusl area, respite room, community hall, etc.
Take into account facilities like qibla, women’s area, parking, restrooms, and accessibility features.
Finance (Treasurer)
Register the centre as a not-for-profit religious organization and tax deductable status.
Determine the estimated cost of land, construction, furnishing, and initial operational expenses.
Develop and adhere to Commonwealth Tendering and Procurement Process to ensure transparency in financial dealings to maintain community trust.
Set up channels for grants and donations.
Provide fundraising targets.
Operations and Facilities Management Portfolio
Plan for selecting imams, scholars, or teachers for the centre.
Interim plan for demountable units.
Set guidelines for usage, including prayer times, class schedules, and community events.
Implement security measures, considering the unfortunate rise in incidents at religious establishments in recent years.
Organize community service projects, and open days where the broader community can learn about Islam and the centre’s offerings.
Oversee the regular maintenance of the facility.
Religious Outreach and Dawah Portfolio
Invite people, Muslims and non-Muslims, to understand the worship of Allah as expressed in the Qur'an and the sunnah
Empower the Muslim community in the areas impacting identified weaknesses from time to time, including:
Youth (recreational, spiritual and leadership).
Social Welfare (Poverty, drug addiction, homelessness, prisons, etc).
Health Welfare (physical and mental health needs).
Age Support.
